Actores, contratos y mecanismos de pago: el caso del sistema de salud de Neuquén

To analyze the effects of Neuquén’s health care markets over contractual and payment mechanisms. Study results on coverage, risk transfers and equity using stakeholder analysis through interview with key actors and multiple choice questionnaires among providers. Despite fee for service shows to be the main payment mechanism in the Neuquén’s health care system, insurance institutions and private providers found the way of developing risk sharing mechanisms through budgetary ceilings and debit management. The use of copayments and the possibility of differentiation among providers allow financial risk transfers downstream to the patients. On the other hand, the Province has not agreed to implement legislation on Public Hospital’s decentralized management, shifting the design and implementation of cost recovery policies to Hospital Directors.
